Market Overview: The domestic DMC market prices have generally risen, with an average price of 11050 yuan/ton, an increase of 150 yuan/ton from the previous working day. The market fundamentals present a pattern of "tight supply and stable demand". The main factories in Shandong led the market with full orders and declining inventory, while other manufacturers' spot supply was also tight due to the delivery of pre-sale orders, jointly pushing up market prices. The strong support from the cost side provides a solid foundation for price increases. At present, downstream users are mostly purchasing on demand, and the focus of market negotiations has shifted accordingly.
On the raw material side, boosted by the expected reduction in production during the dry season in Southwest China, the industrial silicon market is expected to operate strongly in the short term.
Supply side: Pre order delivery support, individual factories continue to raise prices.
On the demand side: The market lacks confidence in pulling up, and downstream consumers are cautious and watching.
Recently, the United States submitted a technical trade barrier supplement notice to the World Trade Organization (WTO), announcing that its Environmental Protection Agency (EPA) has officially released a risk assessment draft for cyclotetradimethylsiloxane (D4, CAS number: 556-67-2) based on the Toxic Substances Control Act (TSCA) framework and initiated a public opinion solicitation.
The secondary evaluation should be conducted at the request of the manufacturer, focusing on the risks of D4 under the full lifecycle "conditions of use" (CUs) such as production, processing, and use. EPA has preliminarily determined based on existing scientific evidence weights that D4 may pose unreasonable risks to human health and the environment.
*COUs, also known as "Conditions of Use," refers to the specific scenarios involved in the entire lifecycle of D4, including production, processing, transportation, use, and disposal (such as operational methods in industrial production and the proportion of additives in consumer goods). It is the core analysis object of risk assessment.

It is worth noting that the global regulation of D4 is continuously tightening. Previously, the European Union had included it in the banned list of cosmetics regulations, and in the recent draft of cosmetic standards released by China's National People's Procuratorate, D4 is also planned to be listed as a banned ingredient. The advancement of the US assessment draft will further promote global collaborative regulation of D4, and relevant industries need to closely monitor the subsequent progress.
