According to the "2025 Work Plan for Deepening the 'Five Ones' Work Mechanism and Promoting New Industrialization in Yichang City", Yichang will implement seven major actions to promote new industrialization, including integrating scientific and technological innovation with industrial innovation, accelerating the growth of characteristic advantageous industrial clusters, and so on. Among the four characteristic advantageous industrial clusters, the three major industries of phosphorus chemical industry,
biomanufacturing, and digital industry directly target a scale of billions. It is reported that Yichang will actively plan projects for the "leading industry" phosphorus chemical recycling industry cluster, including the silicon carbon negative electrode industry, electronic special gas and functional materials industry, and organic silicon new materials industry. It will accelerate the construction of projects such as Wanhua Chemical, Duofuduo, and Heges, and strive to achieve a modern chemical new materials industry output value of over 170 billion yuan and a fine chemical industry proportion of 50%.

The Yichang Biological Manufacturing Industry Cluster will plan to build the Angel Biological Agriculture Industrial Park, promote projects such as microbial agents, support the construction of Ganjing and Degu insulin raw material projects by Dongyang, accelerate the research and industrialization of biosynthetic chemical raw material projects, and strive to break through the output value of the life and health industry by 110 billion yuan. The new energy and high-end equipment industry cluster will introduce competitive new energy vehicle models, striving to achieve an annual output of 130000 vehicles for Yichang Guangzhou Automobile Group. At the same time, we will explore the establishment of Yichang Chemical Equipment Consortium and build more than 60 new energy ships, striving to break through the output value of the new energy and high-end equipment industry by more than 90 billion yuan. Around the cultivation of digital industry clusters, Yichang will strive to settle in as a national computing power channel city node, start construction of a military computing power hub center, promote the production and effectiveness of projects such as the Three Gorges Star Future Intelligent Computing Center and Zhongke Ruixin High throughput Computing Power, and strive to break through 100 billion yuan in big data and computing power economic output value. To promote the integrated development of scientific and technological innovation and industrial innovation, Yichang strives to have 2000 high-tech enterprises and 3500 technology-based small and medium-sized enterprises registered this year. The coverage of R&D platforms for industrial enterprises above designated size reaches 55%, and the turnover of technology contracts exceeds 50 billion yuan. The added value of high-tech industries accounts for no less than 20% of GDP, and the construction of the Hanxiangyi National Science and Technology Achievement Transfer and Transformation Demonstration Zone will continue to be promoted.
